Dr. Aileen Rothbard Sc.D.
Research Professor, School of Social Policy and Practice and Department of Psychiatry, Perelman School of Medicine, University of Pennsylvania
Dr. Rothbard is a Research Professor in the School of Social Policy and Practice and in the Department of Psychiatry in the School of Medicine and a Senior Fellow at the Leonard Davis Institute of Health Economics (LDI) at the University of Pennsylvania. Dr. Rothbard received her academic training at the Johns Hopkins University School of Public Health in the area of Operations Research with a focus on Mental Health Service System Research. Her major focus is the adult population with serious mental health disorders treated in the public sector. For the last twenty years she has used Medicaid claims data, HCUP hospital records, federal surveys, state and local administrative data to evaluate the effects of mental health system changes. She has employed innovative techniques such as data envelopment analysis (DEA), queuing and simulation models to model utilization, cost and quality of care.
Dr. Rothbard has received competitively reviewed grants examining the role of the physician in the treatment of serious mental disorders (K award), the cost effectiveness of managed care for persons with SMI (SAMHSA-PI) and for individuals with alcohol disorders (R21-PI). She was Co-PI on an NIMH grant examining the use of an innovative queuing network application for residential planning in mental health that deals with problems of congestion. In conjunction with this project, she was funded by the State of Pennsylvania to analyze inpatient psychiatric bed capacity.
